Though Congress passed the Fair Housing Act in 1968, homeownership rates for minorities (African American 43%; Latinx 49% continue to lag far behind whites (75%). This also translates to a deficit in generational wealth and less opportunity to live in desired neighborhoods close to transit, jobs, good schools and thriving communities. This panel will examine discriminatory practices and solutions with promise to finally level the playing field.

Montgomery County projects a need for an additional 2,226 units of affordable housing per year at an annual investment of $121 million through 2030. In recent years, the County has fallen far short of that mark, though new initiatives and financing strategies may have the potential to accelerate both housing production and preservation. This panel will explore the mechanics of those strategies and partnerships forged to leverage financial resources, and identify additional measures needed.

With the Covid state of emergency and eviction moratorium expiring, the uneven economic recovery and delays in releasing the last round of rental assistance, many County residents face the real possibility of eviction. This panel will examine needed changes revealed by the covid experience to ensure tenant dignity and housing security when facing eviction, and the role that housing providers play in supporting tenants and managing rental arrearages.
